Ebay Car Charger + Original Cable = Not Supported???

I'm a bit confused.. my car charger from ebay (yeah, I know..) puts out 5V @ 1000mA into a USB connection. When I plug the original iPhone 4 cable into the charger, the phone tells me that the charger not supported. How can the iPhone found out that the electricity coming out of the USB slot is not genuine? :confused:
