Edit Youtube and other videos from the web

I want to edit "Cut & Paste" video's from You Tube and other sites and compile into a new video.

I do not want to spend a butt load of money on software, what are the choices?

I tried iMovie but was in a rush last evening, a friend of mine mentioned FC Express.
