Edited messages appear on the recipients phone as a second message with Edited to on the beginning. Is this a bug?

I thought it would just show the edited message. Otherwise every edit shows a complete new message and looks ugly and cluttered.
 
Maybe you should think/check what you've written first, before you need to edit every single message? 😆

Doh. Ah well better than nothing.

Apple : introducing our new message editing feature

customer : oh cool so it’s called edit message. I assume it allows me to edit a message. Like the words say and how other apps work.

Apple : No . We just resend a new message for every edit.

customer : so will you call it send a new message with a correction?

Apple : didn’t sound catchy
 
As mentioned, that's what happens if one device is on iOS 16 and the other not on iOS 16.

Per Apple:
If the person you’re messaging is using a device with iOS 16 or later, the message bubble is updated to reflect your edits on their device, and both of you can tap Edited to see previous versions of your message.

If the person you’re messaging is using a device with iOS 15.6 or earlier, iPadOS 15.6 or earlier, macOS 12 or earlier, or is using SMS, they receive a new message with your updated text.
