El Cap Clean Install, Application Switcher not working properly

I just did a clean reinstall and now the App Switcher (cmd + tab) isn't working properly. If I'm in safari, with itunes and mail open, it will not switch to either app, however it will switch to safari from either app.
 
I actually just noticed this is only happeneing from Safari, If i'm in safari I can not swich, using the app switcher to apps in in other spaces
