El Capitan ask every before open app i downloaded from internet with safari. In the security settings i can allow but next time he ask again. what can i do?

If you run every app, whether signed or not, Safari will notify you, then...at least I have no idea.
If not, then this may be related to gatekeeper. This prevents unsigned app from running on your machine by default.
