My mom has a 2009 MacBook white and the max it can run is El Capitan. It launches office 2008 much faster than my Mid 2012 launches office 2016. It launches the photos app much faster as well. Why? It uses a 5400 RPM HD and has 4GB of ram.
The more features software has, the slower it'll run. If you put OS 9 on it (assuming you could) it would also run incredibly fast, but it would have 1% of the features of macOS High Sierra.
Office 2016 is quite slow. I have 2011 and 2016, and 2011 launches noticeably faster.
BTW, with 8 GB RAM, I'd say High Sierra isn't much slower than El Capitan overall, but with 4 GB, that's kinda restrictive, and probably more restrictive for High Sierra.
Having a fast SSD makes a huge difference for both though regardless if it's 4 GB or 8 GB.

I think my mom would rather buy a MacBook Air whenever her MacBook breaks. But she will keep it for now. It fits her needs and the 5400 RPM HD works just fine and has worked for almost 10 years.
You could put some cheap SSD in there I’m sure it would fit her needs even more. Performance increase is so drastic.
Trying to get her to buy a USB backup HD but she does not want too so when the HDD goes so it goes.

What’s a NAS? They are in Alaska with slow internet and only 100GB of data. So for the they need to use DVDS more often to watch movies, USB HDDS, and offline stuff more often. Streaming does not work well for everyone.

Internet speed doesn't matter since it's on the local network. Doesn't use the internet, but the local networking.

It’s not a hassle it’s just my mom does not want to do anything to backup her old computer. I need to keep on trying to persuade her. How does this NAS work? Work via WIFI? This 2009 MB has a Ethernet port so that will make it easier to backup.
Ethernet or wi-fi. You tell TimeMachine when you want it to back up, and the rest just happens. If it's over wi-fi, no need to remember to plug in anything, you just go about your day. When the computer is being charged, it backs up.
How much does this cost?
It's a wide product category with many options for different price brackets.

jwolf, you've put up numerous posts here at macrumors complaining about the speed of your MacBook Pro.
Until you put an SSD into it, it is NEVER going to be fast.
Put an SSD in, and speed issues will disappear.
You can buy a 240gb SSD that will do the job for about $60 or so.
Why do you refuse to do this?
