So, when the 2017 MacBook came out, the macOS version was Sierra, and of course, Apple doesn't want anything older than that on their laptops. Well, I need software that wasn't updated after El Capitan, so quandary.

Is there a hacked installer, or a way to put El Cap on this thing?

No, there's no way to do that.
 
Virtualisation or a Cloud based desktop sounds like you’re only option.

Virtua;isation might be too slow, a cloud based desktop can start off as a reasonably priced option and offer the flexibility of more power when you need it.
