Elgato Dock and Seagate Drive

Hi I have an Elgato Dock connected to my MBA via Thunderbolt. My Seagate external hard drive (usb 3) is connected to the Elgato dock. The dock is always powered on.

The thing I want to check is that the white light not he Seagate Drive is always illuminated.... is this correct, i.e. a function of the dock being powered?

In preferences it is set to power down drives when not in use.
