I am eligible for ATT discount price phone upgrade and I want to upgrade to iPhone 3GS. But the att says-

Data Plan for iPhone $30.00
No Text Plan ($0.20 per message) $0.00
One-time AT&T Activation Fee $18.00
One-time AT&T Upgrade Fee $18.00
2-Year AT&T Service Agreement


Why ATT is charging me again 'one time activation fee' which I already paid?

I have no idea man. Maybe AT&T is evil like that after all. Go to Apple's site and pretend to buy one. It should give you the final price before you pull the trigger.
