Whenever I attempt to send an email in OSX Mail, nothing happens for a while and then it says that the iCloud server has timed out. I can receive mail just fine but can't send… Searched forums to no avail.
 
I sounds like you do not have the proper SMTP server.

All that's listed for outgoing servers is "iCloud".
Incoming is p04-imap.mail.me.com.

Quick edit: found the outgoing; it's p04-smtp.mail.me.com

The proper SMTP server is not necessarily the SMTP that Apple provides. It is the server that will relay your messages from your computer.

First, you may check to ensure that the me.com SMTP server is configured to use Port 587. This is Authenticated SMTP. If it uses Port 587 already, then you will need to use your ISP's SMTP or another SMTP server that your ISP will accept.

ahhh.. i just moved for school. maybe the school internet doesn't like it.
 
My experience is that institution servers do not like SMTP servers for outside domains. Oddly enough, my firm seem to like Microsoft SMTP servers (Hotmail.com/Live.com/Outlook.com) just fine.
