Now that it appears that Tenfourbird is no longer being maintained or hasn't had updates for some time,
what are the alternatives one has using the power pc architecture for secure emailing? Specifically for
Mac OS X 10.4 and 10.5.

I do not know of any...
I for one use Entourage with auto-download disabled and a highly customized junk mail detection.
Question is: what does "secure" mean to you?
 
From an individual perspective, I would think "secure" means having strong passwords, password rotations, spam filters and anti-virus and anti-spam applications. Service providers ensure email security by using strong password and access control mechanisms on an email server; encrypting and digitally signing email messages when in the inbox or in transit to or from a subscriber email address. It also implements firewall and software-based spam filtering applications to restrict unsolicited, untrustworthy and malicious email messages from delivery to a user’s inbox.

I think perhaps my question should be if there are no mail apps being maintained to keep up with changing protocols, standards and such, what are the alternatives? Does one continue using Tenfourbird or Apple Mail or some older discontinued independent mail application?

If the question is simply "What mail app is being kept current?" then the answer is none.

I have always used Microsoft products for email though.

Entourage X, Entourage 2004 and Entourage 2008. Entourage 2008 is used on all my Leopard Macs. My Snow Leopard Mac uses Outlook 2011.
 
I'm on Entourage 2008 on my Tiger and Leopard machines and also use Viscosity 1.4 to tunnel into a VPN in Leopard. Not perfect, but if I don't do anything ill-advised I should be pretty safe.
