I tested your code and it displays the movie and controls perfectly on my MSIE 7 for Windows. This means start looking at your security levels and plugins for MSIE. You might simply need to install latest Flash. If that doesn't work then set browser to default settings and try again. Try it on another MSIE 7 on a friend or co-worker's PC, etc. etc. It seems to be your browser at issue.
