It is an emergency when you have limited data usage...500mb for example?

500 mb is plenty for Siri. I doubt you will notice any significant difference in data use.

Still not an emergency. You don't HAVE TO use Siri until you know for sure how much data it use. In the mean time, you can just simply disable Siri or use it on Wi-Fi.
 
Some people have really nothing better to do than bug people on forums. Sure it's not an emergency but if you don't like it, go somewhere else.

Anyway, in answer to your question you can download an app from the App Store which monitors your Internet usage. Try that to help make sure you don't go over your monthly limit. I've never used one myself so I can't vouch for how useful they are.
