I have a 3GS running 4.0.2. Pulled my non-jailbroken phone out of my bag to find it stuck on a screen only allowing me to make an emergency call. I did a hard restart. Screen went away but none of my non-native apps work now. They close immediately upon opening. I haven't found any info on this except as it relates to JB-ing. I'm away from my computer so I can't sync, but have shut down, restarted, etc. Thanks.
 
Try deleting one app (by tapping and holding until they start wiggling) then re-download that app from the App Store. If non-native apps aren't working where they would launch then immediately revert back to the home screen, it's an authorization problem. If the issue persists, then you may need to connect to a computer to restore the iPhone.
