EMF/EMZ File format

friend sent me an image in an email, though the email claimed it was junk, and i had to 'load images' and mark it as not being junk. the image was either an emf or an emz format, i downloaded it and it would only open up in illustrator. as expected it was just an image - created in powerpoint and saved as an emz or emf. is that file format safe? why did mail mark is as junk?
