Emoji Modifier Unavailable

Upgraded to 10.10.3. Accessing the Emoji Character picker doesn't allow for the modifier to be used. I've tried Command+click, Click & Hold, nothing brings up the modifier on a mac.
 
edit: To remove personally identifying information not relevant to the thread. And remove dead picture link.
