iPad Enable Developer mode iPad OS 13.2?

I used to have developer mode on with iOS 12, but with the upgrade to 13.2 I think it got turned off.
Now I can't find anywhere how to turn it on again. :-(

Anybody willing to share how to turn it on again so I can test my game?

I am running an iPad Pro 12"

What do you mean by developer mode? Do you mean a simulator in Xcode?
