Enable/Disable 3G iPhone 4 4.1 ???

As far as I was aware you could always disable/enable 3G in Settings/General/Network but I don't see that. I only see Cellular Data, On/Off.

So I can't control whether the phone goes on 3G now? Is that because it's iPhone 4 or because of the 4.1 update? And if I jailbreak is there something I can get to make this possible again?
