I paid my carrier to have native tethering for my iPhone 3GS; however 4.3.1 doesn't give wifi to 3GS users. I believe it's only enable for iphone 4. I don't really care before but i just purchase an ipad 2 and would like to use wifi to tether my ipad. Is there a way to enable native tethering (wifi)?

I don't want to waste money buying MyWi or other programs.

Only way to do in with a 3GS is by using MyWi or PdaNet.
 
How is mywi or pdanet a waste of money? They do what you ask for and only require a one-time fee.

You have been given free options above. Your carrier doesn't support the feature you are paying for on your device. Save $72/year and cancel the tethering option and get MyWi!

If you think about it native tethering gives you USB and BT tethering. These 2 options will enable wifi tethering on your device. Up to you if you want it or not. You can still use Bluetooth to tether to your iPad.

I can use Bluetooth to tether my ipad? I thought i have to JB my ipad and download iTether in order to use bluetooth to tether.

Don't call me a fool just because you believe carriers don't know you are tethering without paying it. I was using pdanet to tether before i paid my carrier for native tethering. They found out and charged me ($76). That alone is worth paying $72/year for tethering legally.

Yes, you need iTether on your iPad to enable it to connect to another BT Cellphone

As for the 3GS use an app called TetherMe.
 
If the iPad, any iDevice really, is running 4.3 or higher you can tether it via bluetooth to an iPhone or Mac to share its internet connection.

What did Apple update to their bluetooth? I remember bluetooth on ipad was design for keyboard only and that is why dev made itether.
 
I don't really understand that question. I'm guessing you mean when. Apple updated it with 4.3.

Prior to 4.3, bluetooth tethering doesn't work with iPad. I am wondering what Apple did to 4.3 firmware.
