Hey, I have looked, but none of the threads I have found answer my question. Is there a mac app that can ENCRYPT into .Rar? I'm not looking to un Rar, as many treads point towards. I would like to create .rars and segmented rars as well. Much Appreciated.

Not used it myself, but there's URL="http://www.macupdate.com/info.php/id/21430"]SimplyRAR[/URL]. It appears that it's no longer in development, however.
Alternatively, download the command-line tool from RarLab. (The OS X command-line version is freeware).
Betterzip and RARme will both interface with the command line version if you need a GUI
