End call screen doesn't show up

So, my wife's phone is having another problem. . .when she is done with a call and takes the phone away from her face the IPhone screen stays black, it doesn't display the phone stuff and the 'end call' button. . .so, she has to hit the power switch to end a call. . .

Is this a setting or a problem with the phone?
