Engaged tone comes through main speaker, not earpiece

When I phone someone, audio comes through earpiece as expected. When the line is engaged, audio then comes through the main speaker.

Why? Is there an option so that I hear the engaged tone through my ear and not disturb everyone else in the room?!

I think same happened on my old iPhone 5
