Enhanced dictation not working

Hi everyone,
I have a problem with the Enhanced Dictation on El Capitan:
I’ve downloaded SpeechRecognitionCoreLanguage_en_US.pkg (612 MB) separately from this link:
http://swcdn.apple.com/content/down...croja/SpeechRecognitionCoreLanguage_en_US.pkg
The package installs and everything looks fine. I can locate the file in /System / Library/ Speech/ Recognizers/ SpeechRecognitionCoreLanguages.
But when I press Fn key twice, it tries to download it again! That’s frustrating!
Is there any solution for this problem.
