Entered a contact in my iPhone. Not showing up on my iCloud account in Contacts

Is this the way it was designed? I could have sworn that it updated my iCloud account when I enter contacts through my phone... If this is an issue, how do I fix it?

Is the default account for contacts on the phone set up to use iCloud contacts or phone contacts (I believe it's a setting under the Mail, Contacts, Calendars section in Settings)?

I changed this this morning to the correct account. It still doesn't seem to be working.

It has no effect for contacts you entered BEFORE the change.
