Entourage rendering certain hex codes differently

I'm testing html emails I code and it seems Entourage renders certain colors like #0099cc differently compared to Outlook for Windows. On Entourage, #0099cc is coming up sky blue instead of teal. Does Entourage and/or Outlook for Mac have a list of safe colors that are consistent with Outlook for Windows?
