Epson V550 vs all in one...

I have lately been enlarging peoples pictures and fixing dust spots and scratches.

Most of the time ive been enlarging the images from wallet size to 8x10 using a 1200 dpi on a Hp all in one deskjet F4200 printer.

Would I get higher quality scans from the Epson V550?

Example of scratches and possible dust?
