Erase all Content and Settings (iOS12)

I have a 9.3.5 SE that I wish to start again with [Restore and Re-setup].
Obviously I can't use iTunes to restore as that will attempt to download iOS 12 however if I run the Erase all Content and Settings option on the iPhone itself will that achieve the same thing as a restore without automatically updating it to 12..?
