I have intent to sell so I want to delete all music, apps, my email accounts, app store account, and anything with personal data on it.
Restore via iTunes (if unlock is unnecessary), otherwise 'rejailbreak' with something like pwnage tool.
when you 'reinstall' iOS, you are effectively formatting the iPhone. Some will say that you should do this via DFU, I have no opinion as to whether DFU is required or not.

If you have any friends with a mac, you can ask them to use pwnage tool for you to make a custom IPSW which you can use in windows with redsn0w.

I have 4.0 and 4.0.1 saved with tinyumbrella and Cydia has 4.0, 4.0.1, 4.0.2, and 4.1 saved for me
restore your phone to 4.0.x through iTunes and TU and that won't muck up the baseband that you must've preserved.
then set up phone as new.

TU doesn't preserve the baseband on a 3GS. Just iPhone 4.
It's better to restore to custom 4.1 created by Pwnage IMO. Download one online and then use redsnow on windows to put into limerained dfu mode and restore to the custom jb 4.1 thru iTunes.
