I wiped the boot drive on my MacBook 12 2017 which I guess has a T2 chip. I went into recovery to install fresh Catalina and it downloads but gives an error when its time to install. Same thing happens when I try to recovers from time machine. What are my options?

The MacBook does not have a T2. What error message are you getting? Try Internet Recovery to reinstall High Sierra or Mojave, and then if that works, upgrade to Catalina.
