error 23 message wen trying to restore!

got a 3g 16gb that was water damaged.
manged to revive it to a point. message on screen says "restore needed" but cant restore as i keep getting error 23 message.
have done a search (google) and there is loads to read etc. that much that i thought i would ask and see if u kind people could point me in the right direction lol

Error 23 is a hardware problem relating to the Wifi, bluetooth, 3G an edge radios. They have failed or are damaged. I don't think this can be fixed.
