I just purchased a new MacBook Air and I am trying to set my desktop picture to one of my favorite pictures. It's currently the background on my iPhone 11, my iPad Pro, and my iMac. For some reason when I go into photos and select the photo and try to make it the desktop picture on the new MacBook Air I get the following error:

Unable to make resource locally available: <PLInternalResource: 0x7f804b0f10f0> {
assetUUID: 0A8810BF-48DC-4D3B-AC5E-A1A8F79106F

The actual error is much longer...

I have made sure the software is most up to date, I have rebooted, I have checked the photo on all other devices and it is fine.
Any suggestions on what is going wrong?
