iPhone XS Max Error - iMessage needs to be setup

I’ve been noticing this error while trying to respond to iMessage from the notification directly. Has anyone else noticed this and were able to find a fix?

Also a lot of the times the send button becomes unresponsive when you try to respond to messages directly from the notification. I then need to open the messages app to be able to respond. Think it’s a iOS 12 bug specifically on the Xs max. Can someone confirm?

It seems I am not getting this error while sending iMessage to this specific contact anymore. But either way I still can't send messages using `quick reply`only to this specific person. Now when I tap on the send button after typing the reponse, nothing happens ‍♂️. However, if I open messages, my response seems to be there ready to be sent across and when I tap on the send button from within the messages app, then it works normally.
