Error Message: OS X server "not authorized to create new users"

I just upgraded my server to 10.6.2 from 10.5.8. I am able to make changes to existing accounts that I imported from the old server. However, I get an error message stating "OS X server "not authorized to create new users" when I attempt to create a new user. I also cannot change the root password or log on as root.

Any ideas?
