Error Reading file system in Iphone 4

Trying to use "OpenSSH" and "WinSCP" to read the file system on my Iphone 4. Keep getting a "Connection was refused" error. Get the same error trying to read my wife's Iphone 3!
Using a PC running Windows 7. I can read my Itouch no problem. Is it maybe a Iphone thing???
