error receiving mms iphone 3g tmobile

hi!
i am able to send picture mms messages to various cell phone carriers but i cannot actually receive mms messages.
when someone attempts to send this is what i receive:
NO SUBJECT
THE MEDIA CONTENT WAS NOT INCLUDED DUE TO A PICTURE RESOLUTION OR MESSAGE SIZE RESTRICTION
i have attempted to research this for a while however most of the topics i noticed were from 2009 or early in 2010..and the settings appear different from them. i tried the old settings on this forum but no luck.

i called tmobile and they gave me the proper settings (according to them) for the cellular data and they told me to contact apple however apple told me that i should google it because they do not want to end up resetting all my data...

current settings:
cellular data
MMS
APN EPC.TMOBILE.COM
MMSC: mms.MSG.eng.t-mobile.com/mms/wapenc


MY PHONE SETTINGS:
VERSION: 3.1.3 (7E18)
CARRIER: 5.1
MODEL: MB702LL
MODEL FIRMWARE: 05.12.01


If anyone has suggestions i would appreciate it!
apple told me various people called about this issue so hopefully this will come up in search for others!

1. Open Cydia.
2. Manage/source/edit/add
Cydia.pushfix.info

Add source.

3. pushfix.info/T-Mobile US MMS fix

Then,
4. Setting/general/network/cellular Data network/MMS:

Password:
MMSC: 216.155.174.84/servlets/mms
