Universal Error Trying to Verify Payment Details

Is there an issue with Apple Servers? I try to buy a movie, and it says I need to verify payment details, but I keep getting a generic message "An error occured" It happens on iPhone and iTunes, and I can't find anywhere to verify the info on the site.
 
Had to switch to cellular, and then I couldn't really verify. I had to change my payment and back again, and then it let me buy the movie finally.
