I think I remember seeing a clause in the Verizon contract that they will waive ETF if proper docs are shown--i.e. plane ticket, work visa, etc. But, this was early 00's so things may have changed since.

So, AT&T ETF is never waived no matter what? If never, is it same for non-iPhones as well?

I am guessing military deployment can be an exception.

In 2005, I was able to terminate my contract due to military deployment, but I still had to pay the prorated amount for the phone. You pay for the phone over the course of your contract, if you haven't met the minimum period, you will have to pay the remainder of the phone.
 
As far as I know, the same rule still applies to all Verizon customers, i.e., ETF is waived when moving outside U.S.
