I had a US bought iPod that had a fault, when it was replaced with a EU model by Apple I was informed of the volume difference.

]You are wrong, that link applies to iPods, not iPhones. The iPhone has a "EU volume limit" toggle in settings so it is up to the user to activate if they want a safety limit.

I can tell you clearly that the volume at new iPhone 6s+ Europe version is much lower than the iPhone 6+ that I bought last year in florida

What kind of headphones are you using? Could just be that the amp in the 6s doesn't output as much power
Probably listening to them too loud then anyway? Unless the EU limit is absurdly low. On my US phone I have to keep the volume below half if I don't want to hurt my ears.Im using the original headphones from the box
