It means that your phone must be connected to the computer whenever you reboot it, if you want to retain full functionality.

If your phone reboots without the assistance of the redSn0w app, you will (temporarily) lose all jailbroken functionality, Safari, and a couple of other things. But you will be able to use most apps, and the phone, etc.

All this is null and void if you install tweaks that mess with files instead of using Mobile Substrate though.
