I have a ipad 3 that I jailbroke with the evasi0n jailbreak on the day it was released version 1.

if I want to use the latest version 1.5.3 have I got to restore the ipad and re-jailbreak or can I just run the latest jailbreak on it

You will not gain anything by jailbreaking again with the latest version. All fixes were released via Cydia. If you applied those updates then you are good to go.
