I need a preferably free or cheap video streaming service for live events of debates and public forums. Any suggestions?

I have tried Justin.tv and ustream.tv so far. Not terribly impressed.

Don't take this the wrong way, but you're asking about a high-bandwidth processor-intensive live service, want it for free, and dismiss two of the available options without much comment. In short, no I don't know of any. For that sort of thing we either self-host or pay...while I understand what you're up against, I don't see much of a business model there for a company to play host for free. I wish you luck, but I don't know of many solutions in this area.
 
Step 1: Get dual Verizon FiOS fiber 50mbps uplink/downlink internet
Step 2: Buy powerful Mac to transcode on the fly over the internet (No clue how you could do this on your own but I thought VLC could do this in advanced settings)
Step 3: ??????????
Step 4: Profit.
