I noticed that when I exit Evernote (the latest one from the Mac Store), notes that are marked as "need to sync" are still so marked when I restart. "Need to sync" is only cleared if I manually sync, or the minimum sync period expires. Is it really the case that the sync did not happen when Evernote exited, or is it a UI bug?

It does indeed appear that Evernote doesn't sync on exit. In my view that's software malpractice.

This could be on purpose. Especially if you are on the free version. You don't want to send info every time you close, especially if it is just to view something and there is no update. There is a small file that looks for the delta(s) I am assuming so it knows to send the info or not. However there might/should be an option to allow users to do this.

If there's no update it wouldn't sync. You only sync changed stuff, not everything. If you change one note, only that one gets synced.
