I want to start using a cloud based note system that will synch with my iPad, Mac and PC. I also want to be able to take photos with my phone when I'm on the go and have those synch to my account and use OCR to make the text in my photos searchable. Which of the two programs should I consider using? Do they both do all of these things?

OneNote will certainly do the OCR and I assume Evernote will as well. I've used both for years. They both have pretty good feature parity for the most part, but vastly different UI's and strengths. I much prefer OneNote in the end because it feels a lot more flexible to me - although that flexibility can also be a liability in it means things can get pretty disorganized if you aren't careful.
 
I like them both but prefer onenote overall as it works with my office 365 account so keeps my workflow in order
