It used to be that only photos older than ~6 months were stored in iCloud, and I needed to download hi-res version. Everything newer than ~6 months was stored locally on the phone and hi-res version was accessible right away.

These days, I'll take a photo, and if I lose reception 5 minutes later I wouldn't be able to see the hi-res version. Instead it keeps trying to download. This is a bit ridiculous is it now? How do I fix this?
 
Same for everyone I’d think, well it certainly is the same for me anyway.
Disable Optimise iPhone Storage I guess may stop it.

Sounds like you have the iPhone set to optimize storage for photos. That will cause the iPhone to upload the originals to iCloud and only download them back to the iPhone when you want to edit them.
Go to Settings/Photos and turn OFF "Optimize iPhone Storage" and all your originals will be kept on the iPhone.

Check available storage, you might be low. That would immediately remove the high-res version of even the newest photos.
 
I’ve had the optimize storage option on for a while. I feel like only withing the last few months has the iPhone immediately been uploading pictures.

Pretty annoying
