Every time i try t download something it says i have to open with a program?

i dont get that. i dont get which program to open with. i tried too download eyeball chat and it says i have to open with an application

eyeball chat is a windows program, it wont run on osx natively.

Eyeball Chat is a Windows program. Do you have Windows installed on your Mac? If not, you can't run this application or just about anything else with an .exe extension.
