Anyone has the same? It's always system services. I turned off everything I don't need, still see the arrow every time.
 
How do you know that it is searching for location services?

Which iPhone, OS?
 
15P, 17.0.2 bc I See the location arrow on the top left every time I unlock my phone. It stays visible for 10-15 sec and then disappears.

Under location services I can see a purple arrow indicating that my location was searched
 
You can go to the location settings and tap on location services to get a detailed overview of which specific service accessed your location and you can deactivate the service in question. That way you'll know whether the device is continually checking for Find My (which is connected to AC+ with loss protection if you have that in which case you absolutely should never deactivate it), or redoing a GPS calibration or whatever it might be.

It might be your phone trying to calculate significant locations or something similar. Weirdly I also got a 15P yesterday and while I have a bunch of purple arrows in system services I’m not getting the arrow like you. Might be one of the many bugs of the very busted 17.0.2…

Edit: It’s because system services has the location arrow turned off for me. If you’re bothered mostly by the arrow I recommend just turning the arrow off at the bottom of the system services panel.

To clear up what might be a misconception, the iPhone always knows its current location as it updates it from various data like the Wifi access points in your area and so on. When the icon appears it just means that the service asked the iPhone to give it the latest location info that's available. That in turn means that if you remove access for one of the services, for example for sensor calibration, that doesn't mean the iPhone stops tracking its (your) location, it just means it won't give out the info to the service you have disabled.

So if you're expecting the iPhone not to track its location, that's an essential part of what it (iOS) does. I assume if you disable location data entirely at the main toggle (at which point navigation breaks obviously) then this stops, but that's not practical for most people.
