When I attach my macbook pro to my tv with the mini display port, the dock icons stay the same size but everything else has become smaller. Ive unplugged it several times, I also noticed some stuttering while I'm typing this. This never happened before so it's pretty weird. Any idea on how to rescale?

Edit:
I suppose its hard to tell from the screenshot if you zoom in, well you can sort of tell from the folders.

Are you mirroring the display or using the TV as a second display? If mirroring, the Mac will switch to the lower resolution of the two displays.

If you are using the TV as a second display, then open up System Preference -> Displays. Make sure mirroring is turned off, and then you will be able to choose from the resolution/frequency combos available for each display.

Yeah I am mirroring, but I just saw that for some reason my scaling changed from 1600x900 to 1080p. So changing that back fixed my problem.
