Like many, I've been waiting for years (literally) for Apple to open up the AppleTV for 3rd party developers.
I just ran across some evidence that Apple is truly preparing to allow 3rd party development for the Apple TV.
On the Apple developer portal (developer.apple.com), under Manage iOS Devices, they seem to have added "Apple TV" to go along with all the other iOS devices you can register for development on. (see below)
This seems like pretty clear evidence that Apple is finally opening up the AppleTV for development.
