If you want to do this on a Mac, you may use Disk Utility.

i tried it, followed instructions from disk utility help, and it says it burned sucessfully but when on the windows machine the cd just sits there....

i heard somewhere that disk utility actually doesn't burn exact copies...

?

You heard wrong. As for your problem, there may be an issue with your media.

When you made your copy did you select the DVD/CD Master option in the image type selection?
