I could troubleshoot, but it's more satisfying to complain.

Here's the top of my screen when I open, for example, the Conditional Formatting dialog window in Excel 2011:

That dialog box has been creeping upward with each open. Soon it looks like it will be off the screen entrirely.
 
This sounds like a bug that should get reported to Microsoft.

Meanwhile, I wonder if there is a plist file you can delete or rename to get the dialog back down where it belongs...
 
same here. Did you find a solution?

Yeah. I should have reported back here when I did. Now it's fuzzy. But it had to do with my having two screens. I assume you do as well? If so, try moving the window to the other screen and/or moving the menu bar between screens.
